Oscar Flores, Public Health Policy Advisor and IMBC Advisory Board Member

Oscar Flores

 

 

 

Oscar Flores brings over 20 years of leadership in Mexico’s healthcare sector, with deep experience across pharmaceutical operations, public affairs, and legislative advisory. His career spans key areas such as product launches, market access, government relations, and public-sector sales.

 

In addition to his corporate background, Oscar has spent six years as a senior consultant, specializing in public policy, lobbying, and healthcare advocacy. He has advised numerous civil society organizations, empowering them to influence national health policy and professionalize their operations in alignment with public health goals.

 

Oscar is officially accredited by the Mexican Congress (LXVI Legislature), where he collaborates with the Health, Science & Technology, and Social Security Commissions, contributing expert input on policy frameworks and legislative strategy.

 

Currently, he serves as an advisor to key national bodies, including the Health Commission of the Consejo Coordinador Empresarial (CCE) and CADERR, offering strategic counsel on:

 

  • Consolidated purchasing and health procurement
  • Stakeholder engagement and cross-sector alliances
  • Legislative affairs and public policy development
  • Civil society empowerment and patient access programs

 

At the state level, Oscar works with regional governments to strengthen public health and safety systems, bridging policy with on-the-ground implementation.

 

He holds a Bachelor’s degree in Marketing from the Monterrey Institute of Technology and Higher Education (ITESM), blending strategic business insight with a deep commitment to public service.

Fiorentina García Miramón – Co-Chair, IT Subcommittee | IMBC

Fiorentina García Miramón

 

 

 

Fiorentina García Miramón is an economist and political scientist specializing in economic development, dual education, and industrial policy. With over eight years of experience, she has led cross-sector strategies to strengthen talent pipelines and competitiveness in Mexico and Latin America. She currently heads 44 Soluciones Consulting, a public policy advisory firm that works with governments, companies, and international organizations to co-create inclusive industrial and educational development strategies.

 

Between 2020 and 2023, Fiorentina served as a senior director at Mexico’s Ministry of Economy, where she spearheaded the report “Mexican Talent for Economic Growth and Nearshoring”, now a reference for three federal ministries in promoting STEM education as a national competitive advantage. She was Mexico’s lead operator of the binational “Workforce Development” initiative under the U.S.–Mexico High-Level Economic Dialogue (HLED) and coordinated high-level forums aligning business needs with educational programs.

 

She also managed Data México, a government data platform recognized by the UN’s World Data Forum as a global case of evidence-based policymaking.

 

In addition to her public-sector achievements, Fiorentina co-founded Tec-Check, Mexico’s first civil society organization dedicated to consumer rights in the digital economy. As a former researcher at the Hertie School (Germany) and the Center for Economic and Budgetary Research (CIEP), she has focused on education finance and international cooperation.

 

Fiorentina holds a Master’s degree in Public Policy from the Hertie School, where she studied the adaptation of the German dual-education model to the Mexican context. She earned her Bachelor’s in Economics and Political Science from Tecnológico de Monterrey, is fluent in English, and trained in data analysis (Stata, R), visualization, and digital content management.

 

She is an active member of the Global Diplomacy Lab and a graduate of the IDOS-BMZ Sustainable Governance Academy.
